Analysis of Kosovo's European Integration Path in Chapter 27 Environment and Climate Change

Abstract

Since its liberation in 1999 and the declaration of independence in 2008, the Republic of Kosovo has consistently expressed its aspiration to join the European Union, a goal officially endorsed by all governments. However, the EU integration process requires not only political commitment but also substantial progress in meeting economic, political, and sector-specific criteria. This study assesses developments under Chapter 27: Environment and Climate Change over the past five years by analyzing EC Progress Reports and comparing their assessments with the perceptions of students and academic staff. A mixed-methods research design was applied. The quantitative component included 243 respondents from two groups: students and academic staff, while the qualitative component comprised interviews with eight representatives from government institutions, civil society, the media, and the EU Office in Kosovo. Field work was implemented during the first part of 2025. The findings indicate very limited progress in the field of environment and climate change during the examined period. The study indicates that Kosovo lags behind other Western Balkan countries in terms of progress achieved over the past five years in the field of environment and climate change. Quantitative results reveal a high level of public trust in the assessments presented in the Progress Reports, highlighting the need for institutions to take their conclusions and recommendations seriously. Qualitative findings further confirm that the reporting process is perceived as inclusive, transparent, and consultative. Notably, a hundred percent alignment was identified in 10 out of 19 assessed areas between the Progress Report evaluations and participants’ perceptions. The study provides a solid scientific methodological framework for comparable analyses of other EU Progress Report chapters, contributing to efforts to accelerate country reforms toward EU membership.

Author Biography

Zeqir Veselaj, Professor, University of Prishtina, Kosovo

Dr. Zeqir Veselaj has background in natural and environmental sciences, where holds a PhD degree in Biology. Dr. Veselaj currently is a full time professor of natural sciences and environmental education in the University of Prishtina. Dr. Veselaj has more than fifteen years of direct involvement and working experience in main environmental institutions in Kosovo: in the nature conservation, environmental advisory services for the first Minister of Environment and Spatial Planning of Kosovo, international organizations and higher education institutions. Extensive experience in the preparation of main environmental country policy documents: Kosovo Environmental Strategy 2005-2015 and Kosovo Environmental Action Plan 2006-2011, including contribution in the governmental working groups in drafting of majority environmental laws in Kosovo: law on environmental protection, nature conservation, national parks, waste, water, EIA etc. For eight years he served as Kosovo Country Office director of the Regional Environmental Center for Central and Eastern Europe, an international environmental organization established in 1990 by US, European Union and Hungary as host country.

In 2006 he joined the Faculty of Education of University of Prishtina. Dr. Veselaj has extended knowledge of international environmental law and the EU environmental legislation and policy. Very good communication skills and good relations with local and central government authorities, also with international organizations present in Kosovo. Author of two university books on environmental management, and many publications in the field of environment and environmental education. He is author of the chapter “Environment” in the first Monograph “Kosovo” published by the Kosovo Academy of Sciences and Arts.  Speaks fluently English and Serbian language.
